That means the road was there and the eagles chose that spot, therefore, traffic was there when then started nesting. It does mean that you cannot stop at the base of the tree and take pictures. The eagles are used to the cars, not the people.
Nice pictures, but, unless you have an extremely above average camera and long lens, I'd say you are WAAAAAY to close to eagles nest and not respecting the USFW boundary of 660 feet away from eagles nest.

Great shots. LOVE the feet on the cormorants. Webbed feet just do not belong in a tree!! Red winged black bird is beautiful as well and so is the green back heron.
