It must be in a committee for 10 years before discussing it. Then it has to be a bi-partisan resolution from Congress. Then it has to be out again for further research from the Farmers and children and then brought up to the regular voter who must be a US citizen and not an illegal. Once it has been approved by each State in the Union then it goes back to Congress for further study. This process has been going on for my life so I don't see it changed in my lifetime.
