I went to the page and moused over the blue letters return policy.
It stated:
"This item is non-returnable, but if the item arrives damaged or defective, you may request a refund or replacement.
Read full return policy"

To answer your title question, it helps if one has movement.

To answer your second question, no, I would not sell a non-VR lens to obtain a VR lens.
