I want to put up the sign. I like that. I can lock it but I don't want to do it either. I just want to post the sign which is on my property but I just want to make sure I don't run into trouble with the law.

I think the most accurate answer you will get is if you go to your local police station and ask. They are the ones charged with upholding the law and they would be able to advise you better than a random selection of photographers.

Just turn the water faucet off inside the house. It must have a shutoff valve.

Take the handle off of the faucet. Simply install a conversion kit requiring a key. If your neighbor uses a pliers to continue, then there is a collar (brass shroud), that stops the use of pliers.
All Available at any hardware or plumbing store.
Most commercial buildings have these at most faucets.
