You shouldn’t have said that about the cup, there are enough crazies on this thread to do just that.

I really just want to post the sign. If I want to lock out I do have this device which I got from work. We use it to lock out valves to prevent accidental opening of the valve.

Make the sign small enough so for someone to get close enough to read it and turn on the faucet they are trespassing. They will be breaking the law whether they are your neighbor or a city employee.
