Since this has gone long enough to earn the Wilhelm Scream (a Jerry post), here is another idea. In the interest of equity, why don't you offer her a quid pro quo. Since she is using your water, ask her if she would be ok if you ran an appropriate length electrical power cord over to her place, so you could avail yourself of her electricity.
Contact your local police department and ask if your sign could be considered a threat. They might be able to guide you to the best approach. If they won't help, contact your attorney.
(Personally, I take it as a threat, but I would probably never see the sign because I don't steal.)
