Put a cut of on the pipe so you can shut off the water. Doesn’t the pipe need to be drained and shut off for the winter.

I've had that happen to me before, so I changed the faucet handle with one that you can take off easily, then keep it in the house/garage, etc. so I can put it back on when I need it.

I would suggest calling the city and asking. Since rules vary greatly.
Your local water company may offer an effective action to stop the theft of water. Consult it.

Please don't take this as a snarky comment, but if you are really concerned about what the city might do make a call to the appropriate city department and ask.
Sometimes by the time I write my response a lot of you guys have already written yours . it's like they say.good fences make great neighbors and you can take the horse water but you can't make him drink it.

I am answering your question so we can put this thread to bed. Yes, I think you will be in trouble if you post your sign. The ATF, IRS, FBI will show up at your house at 5:30 in the morning with an assault team and kick in your doors, after whispering “police” so low, even your noisy neighbor with the big ears can’t hear them.
They will haul you outside, still in your night clothes, handcuff you and sit you on the wet grass while they ransacked your house looking for the tools you used to make signs.
At the end they will kiss your wife, physically assault your dog and then take you to jail, where you will stay for two years without benefit of a lawyer or any constitutional protections. When you complain, they will cite the Patriot Sign Act.
Now, you have your answer so let’s shut this thread down and go home. All except for you of course.
