I suspect some smaller cruiseships or boats will be using diesel engines for primary power, instead of merely recharging the electric motors. They might have some noticeable vibration.

Is shutter speed in the 1/1000 or faster.

I have never felt any vibrations on the 10 or so large cruiseships I have been on. I have used a tripod with slow shutter speeds and never had any noticeable degradation of my images due to vibration. In rough seas, there will be some roll you will feel, but your subject is rolling at the same rate as your camera.

Lots of advice here. Take the DSLR, the 18-200 mm lens and the Tokina 11-16 mm, as it is perfect for shooting the ships interiors such as the atrium. I also take a very compact MeFOTO Q2 tripod, which is useful for interiors and early morning/ late evening shots. I take an underwater P&S as well. Have fun!

If you like nature, the Lake Merritt area is great for waterfowl, as well as people watching and downtown buildings.

Any of the East Bay Regional Parks are wonderful, Tilden, Redwood, Sibley, Huckleberry, Hayward, etc. Also Joaquin Miller Park. Plan on hiking an hour or two in each of them.
There are some great views of Mt. Diablo from Sibley Volcanic Preserve. http://www.ebparks.org/

The Emeryville waterfront has some great views of the bridges and San Francisco. Also the Middle Harbor Shoreline Park next to the estuary in Oakland.

I lived in Oakland for over 30 years and experienced very little crime. It depends entirely on the neighborhood.

I agree, except I have not experienced any lens flare. I use it for many of my architectural interior and exterior shots.

I recommend against grads. They are bulky, fragile, expensive and take time to set up properly. MUCH better to bracket exposures and mask together in an image editor. That way you are not limited by a straight transition, nor by edge hardness, and the two exposures can be adjusted separately for exposure, contrast, saturation, etc. I can't believe people still use grads in this day and age. I have 5"x5" Tiffens but only for video. There is not a single good reason to use them for stills unless you are still shooting film.

Handheld does not make sense? Of course it does. Adding a monopod is a good idea, as that still allows for spontaneity in movement and composition. Wedding photography is all about capturing the moment, and that requires flexibility in movement on the part of the "official" photographer. Save the tripod etc. for formal portraits.

For deliberate work, your set up with camera, tripod and computer is great, and perfect for studio work. My only reservation is that, for weddings, spontaneity will not be part of your work plan, as it could be with handheld captures. I do not believe in the "spray and pray" approach either. I am talking about pre-planned and unplanned shots where you can quickly control the composition with your camera position, making intelligent use of semi-auto settings including auto ISO.
