Update: Finally received an answer to my email regarding this pelican. Not one of the lucky ones, but none the less, a survivor of ?. Guess we'll never know. Anyway following is the email I received from Jo Anna Lutmerding,

Hi Irene - As you guessed, we need more of the band number to process a report. We need at least 4 digits of the prefix (after the dash), though all 5, including the 3-4 digit prefix, are preferred. This bird was not a victim of the oil spill, thankfully, and was likely banded in North Carolina along the coast in 2003 or 2004.

Both are great, but the fish in the second one adds interest to the photo. Great job as usual.

Actually, I like it better with the trees. It looks bare without them. When he took out the trees, he also eliminated what really did look like an eagle sitting on the rocks. Took me awhile to find him, but by zooming in just as close as possible, I finally found him.
No to cropping. I love it just as it is. Beautiful.
Both are great shots, but,#2 wins. It speaks volumns.

Glad to see someone else had the same thoughts. Both are great photos. But #2 would be a really super photo if the sky and clouds hadn't been lost.
Great photo. IMHO, I would only crop the top down to just a tad above the cats' longest eye whisper (on the right side) Love the instense look in his eyes. Almost like he's saying "I've got my eyes on you"
