Is any part of it really alive?
For eagles in flight, use 1/3000 to really get them sharp. Auto ISO and no stopping down. Those birds are at infinity focus anyway so you don't need it. I have shot eagles on cloudy days at ISO 12,500 with Topaz DeNoise and get acceptable shots.

Excellent work!! This is a hard place to photograph unless you have a very wide lens. Shots with a 24mm just don't have the nice foreground your shot has.
