Color calibrate your monitor first. Then I use either a ColorChecker Passport or my SpyderCheckr 24 color targets and the software that comes with them.

I believe ON1 Photo RAW is a very good choice. I switched a number of years ago and never looked back. I find it to be more than able to replace Lightroom and Photoshop.

My budget is somewhat limited as I'm a retired senior and Social Security doesn't give me the income I'd need for a D500 or 850. I'd love some input as to how I should proceed.

Under your circumstance I would get the new D7500. I have s D7200 and use it all the time but with a choice between a used D7200 and a new D7500 I'd go with new.

It probsbly wouldn't be overly wise to use one of those now. It isn't entirely new though, I knew several people that had very similar things in the 60's and 70's. It was more or less a rifle stock modified so you could mount your camera and the trigger operated a cable release to trip the shutter.

In conditions where lighting can change a lot, or quickly, I use manual and set my shutter speed and aperture to what I want to use and let the ISO float to where it needs to be. If necessary I will change either the shutter speed or aperture.

I picked this up from books and video from Steve Perry and it has worked well for me.

Lightroom Classic is more like Lightroom 6 and with it you keep your photos on your computer instead of in the cloud.

It sounds like the light meter is reading the scene wrong. Try a different meter mode and see if it gives you a different reading.

Increase your shutter speed a couple of stops. Shooting the moon is a lot like shooting a lightbulb when it is on.
