Use both........one for the head/hair at the size posted, and do a crop, placing the head more to the side, and maybe down a bit from the top, and let the phone be the subject in the cropped one. There are two images here, with two subjects. Another option would be to combine them, and have the entire image in focus. Just food for thought.

My opinion: we all know what hair looks like (even those of us who no longer have any). But we are kinda nosy folks who want to know what people are looking at when they are looking at their cell phones. I'm guessing that, if any of us was standing next to you at the time, we would not be at all interested in her hair no matter how "soft-and-silky" it might be, but would be "focused" on what is pictured on the phone. So go with that.
The subject is the girl using the cellphone, not just the cell or the girl. So the real question is which composition is better. I say second.
I think that the focus on the head is better.
I like the second one. The sunset is still there in the background but the picture of it in the cell phone seems more effective to me.

Cell phone should never be the center of focus. The detail of the woman is most important. The sky looks great in either case.
Focus on the cell phone. I think it draws you into the photo more, with the sunset image on the cell phone mirroring the actual sunset. The back of her head is just the back of her head. If you focus on her head, she could be holding anything. Nice photo!

I find the focus on the cell phone to have the story. It brings out the transformative power of the cell phone screen. It is a definitive note of our new reality.
