Composition is best in the 2nd photo with natural light on the hand holding the cell phone.

Focus on the cell phone! The back of her head is not the subject of the picture. Her focus is on the cell phone, and focusing on the back of her head makes no sense.

Head. My eyes goes first to the head, slide to the cell phone and then to the sunset the cell phone is focused on. Since the head is first on this list it should be the most focused.

I think the focus on the phone is the more interesting of the two - it conveys a story or theme.

What is interesting about the back of someone’s head who is using a phone camera? By that I mean, it’s nothing unusual - we see that everywhere there is picture opportunity.

Focus on head is my pick.

Focus on the cell phone.

There's this gorgeous sunset & focusing on the cell phone allows us to see it (the sunset) in focus.

Focusing on her head looks like it was a mistake. With such a great sunset, why would somebody take a picture of the back of somebody's head, unless by accident?

Just my $0.02

Human interest (category).
I guess not many people call it that anymore.

Cell phone gives more of a reflection of what I normally see with the eye—opens up for me for lot of the reasons others have pointed out.

First thought that came to my mind - Cell phone or otherwise what is the point of the picture- surely not to clearly see the back of her head- although she has very pretty hair :)

I know that was the question and this one cannot be done over. But in this case the background is what is most interesting.

So to rescue it I’d use the one with the iPhone in focus and crop in to blow it up.
