Read all the books, watch all the you tube you like, even pay for the seminars you want.

Till you set down and start doing it, you will never achieve your goal.

You can do a lot in Finder and Windows, with a basic folder structure, we all have too much junk on our computers,,

Go back to basics, and work with one program.

Many community colleges offer courses. Lots of Youtube video, Lynda.com is a great source, Anthonymorganti.com also. Photoshop has built in tutorials. Photoshop Elements is a user friendly "baby Photoshop and has three levels, Expert, Guided & Quick
Try googeling your specific need. You'll find many sources for learning Photoshop.

I learned the vast majority of Photoshop with videos from Phlearn.com, you can look them up on youtube as well. There are over 800 free tutorials and more extensive lesson you ban buy. The guy is very good at making what he is teaching super easy to understand.

YouTube and Adobe How-tos are working for me. Creativelive worked great for my intro DSLR courses etc, so I would imagine their Photoshop courses would be good..

I know you said there is no local camera club in your area. Have you thought about starting one? I bet there are people in your community that would love to join.

I signed up for an online course in Photoshop through the local community college. I was surprised to see that people from all over the country had signed up. It was a big organization working with local schools. Clever. They seemed to limit enrollment because we got fast answers to our questions.

You would think that Elements would be a limited version of CC, but it is not. Screens do not look alike between the tow different products, so trying to follow a written or video class for CC is impossible in Elements.

When my subscription is up, I will keep using Elements and buy new every other year for a cot of $20. per year.

There is a 7 day trial if both products on Adobe's website, so if you have not purchased yet, download it when you have an open week to work with the software every day.

I found I do better with the Video's, following each step on a live version of the software. I stop the video and do the step myself, and if I got it wrong, I back up and redo it until I get it right. It's hard for me to follow most written lessons, as the don't show you where to go for a pull down or icon. If I was to recommend a book, it Would be Photoshop Elements 15 for Dummies available from Amazon for around $20.00.

Hope this helps you find your way to smooth editing. Practice does not make perfect, but it sure helps to turn out outstanding work.

There is an app called "Elements Plus" http://simplephotoshop.com/buy_elements+.htm which adds more to elements, brings it up to about 95% of PS. It costs $12 and they have versions for everything since PSE 1. I had it on PSE 13 but I am now working in PS (90% in LR and some in Paint Shop Pro X8).

Kind of funny that people keep coming up with "camera club" and "community college" (I mentioned that one too.) They haven't read the thread and seen that the OP lives in South Dakota a fairly long drive from the nearest community college and even further from a camera club. The majority of the posters who don't notice or comprehend it seem to be residents of BIG cities or metro areas.
Folks, a very large % of South Dakota so lightly populated that it makes my hometown (less than 1000, whole county less than 9000) in Western Kentucky look like Downtown New York or Los Angeles. You drive through the state (I have) and you have miles and miles of nothing but miles and miles.

OP needs on line courses, DVD courses etc.

Since I grew up in Mitchell (worlds only Corn Palace) - population 15, 699 (2015) - I challenge you to go back to SD and drive around the state (get off I-90 and view just a few wonders of the state - Badlands, Custer State Park, Crazy Horse Memorial, Mount Rushmore...

Now, not knowing what metropolis the OP lives in, I can offer the following clubs as possibly being within wagon train distance of 2 days...

Sioux Falls Camera Club - Sioux Falls SD
Mitchell Camera Club - Mitchell SD
Central South Dakota Photography Club - Pierre SD
