Check the local schools, many have adult education and occasionally will offer PS. Im in one such class at the moment, so far I haven't learned anything
I didnt already know but I am sure I will as the class progresses.

The community colleges in Oklahoma offer several "continuing education" offerings for photographers including a variety covering processing and editing (i.e. Lightroom, Photoshop, Elements etc.).

One of the photography club/classes I take meets at the Senior center in my city. You might also ask if your library has a club or class that meets there.
