If you are shooting Nikon it comes with View NX2 which will do basic editing. Otherwise get Lightroom.
Picassa is a great program. Free download at
www.picassa.com . You will find this program is very simple to use and surprisingly powerful. Although I use Nikon Capture NX2 for detailed dodge and burn, Picassa is my "go to" for e-mailing and many other functions when fine, detailed work isn't required.
Picasa! Will even geotag.

Picasa, a free program from internet!

PhotoFiltre - there is a freebie version second to none which is remarkably intuitive and does just what you want - downloadable, you could be up and running in less than ten minutes. Learning curve is about ten minutes for the basics. Hope you try and enjoy!

The more options the more complex however Paint Shop Pro has some easy to get started features, suggest settings and then modify it's suggestions or undo and start full manual, for the price I think it's a good way to go, you can get a free month to try it out too.
Microsoft Office Picture Manager, probably already on your computer if you have Microsoft Office. Located inside the menu item-Microsoft Office/Microsoft Office Tools.
FastStone Image Viewer is very good and easy to use....Rich

Like others I reckon you can't go past Picasa. Free download, easy to learn & doesn't do a bad job.
The more you put into it the better result.
Having started with an earlier version of Capture One Express, I have to say it was very simple.
Try the modern version. After using the automatic parts for awhile, you'll find the manual portions easy also.
Compared to other pp programs, I doubt you'll find any better and faster for RAW processing. Of course there are the "died in the wool" people who insist their program is better, but when it comes to reality, only you can determine that.

Another very easy (and free) program would be Photoscape.

I like photoshop elements. Its not hard to learn , and it can be pretty powerful when you need it to be. you can also work in camera RAW , plus there are a lot of vids on using it, and lots of pages of info,
Plus some day as you learn you may want to make that big jump to PS and you'll already have the basics.You can buy elements 12, fairly cheap on ebay now that V13 has come out.
Corel Photoshop is easy to use, cheap and will do everything and more that you asked for.
