gimp is great if you are willing to convert your raw files to jpeg or tiff first.
I've just been using the Windows Live Photo Gallery for the things you are talking about and windows Paint if I want to do a touchup. I'm sure there are many better systems, but I find these to be the easiest for me to use. Old dog, old tricks.
Is there a "Paint.net for Dummies"? I tried to use it, but just got overwhelmed, couldn't find instructions I could make sense of and ended up going back to Windows Paint (not Paint.net)

Mike's comment is spot-on!
GIMP offers a truly high-class repertoire of pp features, but the price is right and there's no shame in using it only at your personal level of technical sophistication! There is an excellent book on using GIMP ...written, if I recall correctly, by a German who writes in exceptionally lucid English.
As your skills and an technical understanding increase, it will likely take you to whatever technical level at which you are comfortable.
