Lower the limit to $5 and watch the shoplifting go away completely, no one wants a felony record for shoplifting, expensive trials maybe but they only need to send a few up for a couple of years. People that do not fear the penalty for theft will steal, spare the rod spoil the unlawful.

It has become Flash Mob Shop lifting, the high end department stores are being hit by flash mobs of up to 80, the store in SF got hit for over $100,000, drug stores are also targeted.
