Who said it is personal? Some areas the local weather service has a large network of them and if it is a government weather bureau it will go where they want it.
Now if say the utility company puts them up to monitor conditions and/or supply info to the weather bureau then I imagine they pretty much go where they want them also.
HOA - Remove that it sticks out and is unsightly
Utility Co. - OK, crews will be at your complex on Tuesday to remove it, take down the poles and all the electric and phone lines, cell tower etc.
etc. You should stock up on lanterns, liquid or propane powered stoves and heaters, firewood for the people that have fireplaces,
battery powered two way radios, flashlights and LOTS of batteries & propane tanks. See you Tuesday.

There are probably a half dozen within a mile of my house that home owners have installed. The great thing is if you own one, or have one close by, you get a much more accurate weather forecast for your location.

It’s an Accurite Atlas home weather station. Have one just like it on the peak of my shed roof.

The spinning mechanism may register wind speed. A cord conveying electricity may run through the pole to power the device.
