It is attached to a light pole in an apartment complex. The spinning mechanism must be powering something. A timer perhaps?

Weather station.

The spinning thingy (anemometer) is powered by the wind, measures wind speed.
The arrow thingy points to the direction the wind is coming.
Other stuff in the box probably transmits temp, humidity, etc..

And the cup thingy collects rain water measures the amount the self empties.

Longshadow. That all makes sense, but why would those things be needed in an apartment complex. This is not something put up by somebody who lives here and is interested in the weather. Thoughts?

I’m going to hazard a guess that the “box”, besides housing some electronics, is collecting and measuring rainfall. It seems to be able to discharge collected water out through the bottom screen. The box is vented to possibly allow for the reading of atmospheric pressure.

Weather station? Could be...but I'm willing to bet that it's a security device.

Maybe they have an agreement with a local TV/radio station or the weather service to gather info for the area.
Maybe they (somebody who runs the complex) likes weather stuff.
Maybe someone in the complex is a weather aficionado and asked if it was okay to put up.
It does not look like a cheap system.

Day old pizza (love the name), your answer makes sense, but why in an apartment complex? They simply rely on the rain itself to water the lawns, no sprinkler systems of any kind. And atmospheric pressure?

Vented to prevent the box from heating up in the sun and providing an erroneous temperature reading. Getting air flow to the sensors.

Good answers, but this place thinks theyre a condo association with the rules they have. You cant hang anything outside. Seems unlikely they would let Joe Schmo put up his own personal weather station.

The spinner measures wind velocity. Called an anemometer.

Simple solution, ask them what it's for. They may tell you who is responsible for it.
