I've never had an electronic rain meter that kept working. One worked like a see-saw. One cup would fill, swing over, and empty itself. The device counted the swings and computed how many inches of rain it collected. That didn't keep working very long, though.

Weather stations for home use have become quite popular, that coupled with all the links to modern weather equipment/forecasting programs and modelling programs make the need for the local/national/international tv weatherperson just about zilch.
Just to give a rough idea;
www.windy.com, spaghettimodels.com/Mike's weather page, and many, many others allow folks at home to see and utilize the same tools the weathernews/forecasters use. Easy to see and use, and if you have or develope some understanding of how to read and understand the info/data/models/predictive tools, (in my case) I don't even need to turn on the tv to know what the weather will be, real time, hours/days ahead of what will be.

Some/many amateur astronomers have them. They connect to domes and such ti either warn that bad weather is close/present or even to close things up. Not likely in this case, but why you might see them in otherwise out of the way locations. Some even have thermal IR sensors which measure cloud cover at night by sky temperature. The units can be quite expensive.
If you are worried about being spied on get rid of everything with wifi in it!

The apartment complex is irrelevant in the placement of the weather station. It could just as likely be one in a single family home neighborhood, or downtown, or in an industrial park, or out in the countryside.

Andy, this is a monitoring device. It keeps track of the people in the complex and those visiting said complex. Those little "cups" are parabolic listening devices, as is the bottom of the unit. Notice the slots for letting sound in. Someone is monitoring the residents. The arrow at the top points to the direction a subject has gone. These things are insidious. Someone is keeping track of everything that goes on in the near vicinity.
Or it could simply be the external part of a weather monitoring station.

We were given an "Alexa" as a gift one year.
All of our other stuff is "stupid".
Alexa is used for occasional video calls,
and "Play K92 FM" Or "Sirius channel 6".
Otherwise it just sits and listens.
Handy little bugger though.

Haha, I put mine out in the garage so I can listen to music from my Prime playlists while making beer. She gets lonely out there without anyone to talk to on a regular basis.
