Very likely it has internet connection. I installed a similar one (also Accurite) at my company production plant. It has internet connection via wifi. It's wireless and does have solar power. I installed it as per request of the City because they want to know whenever we have heavy rain fall and they go out and check our sewage water.
Since it's in the "Main Photography" section it must be a camera.....😕

The batteries are typically to power the transmitter that sends a burst of information to the receiver about once/minute. The solar panel powers a small fan that blows air across a sensor that measures relative humidity. Batteries in mine last about a year. The range for the transmitter is about 100’ The more advance ones can send via wifi to an application that can make this data available to anyone. Here in Raleigh, we have about 20-30 personal weather stations on the web so that you can see rainfall, temp, wind, etc at various locations throughout the city. They are very useful and have settable warnings for low temp, high winds, heavy rain, etc.
Those things or more elaborate ones are scattered all over in some places. One school I taught at had a much bigger one on the roof of the tallest building. The city were I live has one on the old city hall, the new city hall and at the airport plus other locations.
They are branch weather stations of a sort. Not some hobbyist's toy. Either the state, national or some college/university weather bureau, maybe even a local radio or TV station's news/weather department.

They are often on a grid pattern. If the state or local government says you will have a weather station in this location then the HOA has no say about it.
Remote weather recording station. We have one similar to that at our house. Records rainfall, temperature and wind speed and direction. Shows the current wind speed and the highest gust in the previous 8 hours. (for our station, others may be different)
Some people don't believe in "fake news" and associated weather reports. Others don't understand how to look out the window.
Could be the installer took meteorology as a minor in college.
You can buy weather stations at Walmart, they don't cost that much.

But doing so won't tell you the wind speed, wind direction, temperature, humidity.
So here are a couple pics I took of our weather station. One shows the unit mounted on a board, attached to the roof of our shed in the back yard. The other is of the display unit in the house. You can see what’s showing, however it can be programmed to show other information. This is just where we keep it. It’ll show trends, etc., if you want. I just noticed that I need to reset the time to reflect the proper time of the day. It should be 11:49 am, not pm.

My weather station has 4 Duracell AA batteries which have been installed since 1 August 2020, and are still going strong. It does receive some solar power to augment the battery power on sunny days or days with minimal cloud cover. The batteries are lasting much longer than I had expected them to last.

It's a home weather monitoring station for amateur meteorologists. Often these are connected via internet to a network of weather watchers and you will often see reports of very local weather conditions on the evening news. Pretty cool - crowd-sourced weather reporting :)
