But doing so won't tell you the wind speed, wind direction, temperature, humidity.
For that you need to lick your finger and stick it out the window.

Haha, that just gets you a comfort factor.
Of course there’s that ubiquitous Big Brother is Watching and Listening thing, too.l

But maybe not for a
personal one.
Who said it is personal? Some areas the local weather service has a large network of them and if it is a government weather bureau it will go where they want it.
Now if say the utility company puts them up to monitor conditions and/or supply info to the weather bureau then I imagine they pretty much go where they want them also.
HOA - Remove that it sticks out and is unsightly
Utility Co. - OK, crews will be at your complex on Tuesday to remove it, take down the poles and all the electric and phone lines, cell tower etc.
etc. You should stock up on lanterns, liquid or propane powered stoves and heaters, firewood for the people that have fireplaces,
battery powered two way radios, flashlights and LOTS of batteries & propane tanks. See you Tuesday.
HOA - Huh!?!?!? You can't do that!
Utility Co. - Oh yeah, watch us! You don't want our weather stations on our utility poles which also stick up then we will remove them so we don't
mess with your great view. Have a nice day.
HOA - OK, OK the weather station stays. Now don't cut us off from utilities.
Utility Co. - Are you sure about that?
HOA - (head hanging low) Yes
Utility Co. - OK - Everything stays for now. And your bill is due Wednesday. Bye Bye
It’s a weather station. Name at top says ACU-RITE...Google it!
Why it’s there or who put it there, you would have to ask around.

People are wondering why it's there? Here is a link to that very question:
https://www.wunderground.com/pws/overviewThere are probably a half dozen within a mile of my house that home owners have installed. The great thing is if you own one, or have one close by, you get a much more accurate weather forecast for your location.
Like Arte Johnson used to say on Laugh-In, 'Ver-r-r-ry Interesting!'

It’s an Accurite Atlas home weather station. Have one just like it on the peak of my shed roof.

No one
said it was a personal unit, it was simply an observation.
No one knows under what circumstances it was placed. We are ALL making guesses.

Weather station? Could be...but I'm willing to bet that it's a security device.
Well, if you're willing to bet, I'm willing to take your money. How much?
The spinning mechanism may register wind speed. A cord conveying electricity may run through the pole to power the device.
Others here with more expertise may give you a better answer.

It is attached to a light pole in an apartment complex. The spinning mechanism must be powering something. A timer perhaps?

Weather station.
The spinning thingy (anemometer) is powered by the wind, measures wind speed.
The arrow thingy points to the direction the wind is coming.
Other stuff in the box probably transmits temp, humidity, etc..
Right. I have a cheap version of that.
