Read the question, it really is not about being 'good' or 'bad' but how one looks at him/herself as a photographer this time. This applies to everything in life if you want to go generic (self esteem if you like).
When it is about a specific subject that is technical - what ever it maybe there is a difference between capabilities and self appreciation.
I always try to remember this quote from Robbie Burns and sometimes wish others reflected on it.
O would some power the giftie gie us to see ourselves as others see us.
In modern English "O would some power the gift to give us to see ourselves as others see us."
And to the contrary... I know some very good photographers who don’t recognize the quality of their own work, and I think it is beyond just being humble.
I'm not a great photographer -or quilter, woodworker, cook, whatever. I don't do those activities to compete with others but rather to compete with myself. My main client is myself, and as my skills get better I'm happier with the output. I'm quite good at being me, though😁
Some don't know. My youthful son is enamored with Leica and Zeiss. He'd love to have their best cameras and lenses as he felt they would help him get better photos, but his job as a part-time valet driver won't quite support his desire. When he considered somehow getting his hard-earned money together to buy some premium equipment, I asked him, "Would you spend $7,000.00 to find out it wasn't the camera?"

A simple question...
Because they post their photos and get lots of positive response.

And by doing that you are most certainly able to gauge where you stand but now there is one caveat...
Because some folks are really really good, can you end up under estimating your work?
I'm my own worst critic. In my 50 years of photography, I've probably only taken 25 pictures that I truly liked. I can always find something that I think was wrong, mostly composition and handling the lighting. Most of the acceptable ones have been recent and were my grandkids. Others have praised my work, but to me, I'm just too aware of the 12 rules that make an acceptable competition print.

You are correct and this is am integral part of the question.
Self appreciation (being good at something or bad at it) is often off the mark by a mile.

Define good
That photo is certainly good. All amateurs I know wish they were better.

For many, the reason is because they suck at photography and are good at PP. They post good/great pics not knowing that they could have been better but their methods are unseen because of the layers of lipstick on their photos.
A second reason many times is because of PP and their "status"
Photo Artists often fall in this category. Their photo's look like crap but because they are processed well on good materials and in a gallery, they are thought of something they are not. For a good amount of them I wouldn't pay a buck to use as toilet paper.

I’ve taken some good pictures as well as bad, so I guess that makes me an average photographer. In otherwords...novice.
Something I have really gained an appreciation for over the years though is just how much post processing can remake an image. In many cases the finished piece looks nothing like the original which begs the question:
Is it photography, art or both? Are you a photographer, artist or both? I’m still trying to figure that out....because my neat little brain keeps trying to categorize them as one or the other.
The Dunning Kruger effect plays a roll.
Fortunately, I know I'm a Hack.
