I am not sure about what you said is true. Do all bad photographers think they are good? I don't know but I think not. Yes there are some bad photographers that think they are good. They think so because they like the pictures they took. That's actually a good thing until they want to show off their work to get praises.

Because most people's ego does not allow them to accept that about themselves. Same reason hard for most to accept blame when they are the cause. It is built in and takes will & intelligence to overcome.

The more I look at other peoples photos the better I am at judging my own.
Read the question, it really is not about being 'good' or 'bad' but how one looks at him/herself as a photographer this time. This applies to everything in life if you want to go generic (self esteem if you like).
When it is about a specific subject that is technical - what ever it maybe there is a difference between capabilities and self appreciation.

And by doing that you are most certainly able to gauge where you stand but now there is one caveat...
Because some folks are really really good, can you end up under estimating your work?
