I don't think it's Alice Roosevelt either. There are many photos available of the Dowager Empress and a number of photos of Alice Roosevelt's trip to China. But, I can't find this image, or anything like it, anywhere. Assuming it is not a composite, I think those are two other woman in the photo, probably taken some time around the beginning of the 20th century.

The hat style of the Western woman is clearly not from 1862. It is 1880s to 1890's style.

The clothing worn by the woman on the left is similar to the fashion around the time of the Titanic. I would guess1910-1920.

Look at this photo it must be a current photo in recent years. Look carefully at the lady! In her right hand is a cell phone. I can't tell if it is an Android or an Apple, but this makes it a photo of 2019-2022.

This is what you missed. We already established that it is very unlikely the date is 1862. It is also not The Dowager Empress, and probably not Alice Roosevelt. There are many, many photographs available of both of them. The hat and clothes of the western woman indicates the photo was probably taken around the turn of the 20th century. Even if it is Alice Roosevelt she wasn't born until 1884 and did not visit China until 1905 when she was 21 years old.
As an addendum Alice Roosevelt died in 1980 at the age of 96.
