First of all Frank let's let people know what the Tarasoff Rule is about. You should have done that but you didn't.

The Tarasoff Rule. "When a therapist determines, or pursuant to the standards of his profession, should determine, that his patient presents a serious danger of violence to another, he incurs an obligation to use reasonable care to protect the intended victim against such danger."

Frank as usual when you even present something worthwhile you are talking apples and oranges. In the case of gun control and the HIPAA Regulation we are talking about generalities. Not every person who has a mental health problem is a danger to anyone at all. Most are probably no danger at all. Yet their dlagnosis would still be called a mental health problem such as Obsessive Compulsive Disorder, for example. Just because a person feels he must wash his hands 50 times a day does not make him a danger to society.

The Tarasoff Rule refers to a mental health professional who genuinely feels his patient is about to do serious harm to someone else. It does not cover at all every mental health patient.

I have absolutely no idea how often the Tarasoff rule prevented homocides but my gut feeling is it is pretty rare for it to be used.

I agree with you but at least Maxine Waters is on record as saying she does want the government to take control over oil production in America. As the topic of Socialism gets talked about more and more I think we will hear more comments from Socialist Democrats who do want the government to take over some aspects of our lives. There is already talk about, The State, making decisions for children rather than parents having those decision making rights. It has even been discussed recently here in The Attic.
