Grab a copy of Bryan Peterson's Understanding Exposure 4th edition
Easy read and you will be more than satisfied with the book and your results.
I detest my picture being taken and with that said, if you are in public there isn't much you can do about it other than stay home.

Very easy and quick read and filled with ton's of information.
You have to start somewhere. You don't start off in the new your philharmonic without some small gigs and hard work.
As you progress the equipment and person get better and better.
You start with a decent piece of equipment take some small paid (professional) jobs and work your way from there.
Go with the 70D, better all around.
If you want to stay in that price range though, I would seriously look on canon's site for refurbished 80D. Great price, full warranty.
Can't beat it.

I have the Sigma 18-250mm and love it. I have it on my 70D
My son has the Sigma 18-250mm on his T5i and loves it.
it is lightweight, great carry lens.
I use Better File Rename.
I download the files then batch change the names.
For example a trip to Florida, I might change the names to
Florida 2017 01.jpg
Florida 2017 02.jpg
Florida 2017 03.jpg
Florida 2017 04.jpg
etc.
I have purchased a few refurbs from Canon. Last was the 70D and only had 21 clicks on it.
I have had good luck with them and will purchase another.
You also get the full warranty from Canon so you can't go wrong.
I wouldn't hesitate at all.

I live in Skippack so we must be close, love the area. Moved here over 30 years ago from the Poconos, but built a new house there 5 years aga and love shooting in that area.
I have a Sigma 18-20mm lens, 2 of them as a matter of fact, and love them. My son has one on his camera.
I have taken it on many vacations and love it, great carry around, light, very clear, fantastic walk around lens.
You might want to try a factory reset and see if that helps (if you already didn't)
Factory Reset:
To restore your Canon EOS 7D Mark II to its factory settings, follow these steps:
Put the Camera in Manual Mode
Press the [Menu] button
Scroll over to the third subsection of the third set of menu options.
Scroll down to the “Clear all Camera Settings” option by using the quick control dial
Click the [Set] button. Scroll over to the [OK] button and click [Set] button again.
When the factory reset has been completed, pull out the battery
Look in the battery compartment, and you’ll see a little slider you can pull it.
Behind this slider are the backup-battery hidden. Take this battery out for at least an hour, replace the backup-battery, and the “normal” battery.
