I do sports car racing, similar issues with harsh light conditions. Aperture priority, iso of about 800 an f-stop of 8, or smaller and spot metering. Add a polarizing filter, that will help also.

I was there in December. Saw the same bridges, but at night. You captured a nice scene. Good job.
I use a monopod while panning. You get a pretty high keeper rate.

I think you mean 3/8” and 1/4”. An 8/3” (2.667”) and 4/1” (4.00”) are pretty big pieces of hardware.
