This may not be of much help, however, most, if not all, modern dslr cameras can shoot video. The Caon 7d was used used to shoot film for major film companies when it first appeared.
As for the photography side, it depends on what you want to shoot and your budget. Remember to, that you will probably require more than one lens, depending on what you shoot.
Not knowing where you are, I cannot recommend where to buy.
I would suggest though, that you try to find an audio visual club, where you can see what gear others are using.
I haven't read every post in this thread. However, I think it's fair to say that many photographers of worth would say invest in good glass. I recently bought my first L glass, 24-105L and it is amazing for the price. It's just a shame that the other lenses I would like to own are too expensive.
Even if it was true, why would Canon want to buy into Dickon?
I would suggest joining a local camera club and see what others are shooting with, the quality of the images and ask their views on what they shoot with. Maybe you could go out with some members and use their gear just to see how it feels.
Forums are fine but holding/shooting with cameras and lenses is much better than reading words.
As far as I am aware, the serial number merely tells the manufacturer when the lens was made. For example, if a defect becomes apparent, then lenses with a certain serial sequence might be recalled.
When looking for a used lens, it is best to see the lens and have a good look at it, especially for any mould growth behind the glass. Does the focus ring etc move smoothly? If you can, put the lens on the camera and rattle off some shots.
It is usually safe to buy from a reputable dealer without needing to test the lens.
Auction sites like Ebay can be good and bad. Read the description carefully. Has the seller got a lot of good feedback? Ask the seller questions if not enough info is given.
I have bought lenses from Ebay and been lucky with my purchases. I have also bought second hand from shops.
It's a great shame that so many old vehicles end up like this. Style has wafted away on the winds of time.

Trolls are everywhere. However, I must agree with Magicray. Here in the UK, respect and common decency is fast disappearing.
Even Twitter is trying to do something about the increasing nasty, evil, remarks made to high profile people. Bullying via text and Facebook is commonplace, especially among children. The British government has made it so that many parents don't bother with disciplining their kids for either fear of procecution or just laziness.
