I think the key is your term "seldom access them". Just remember if you have them always attached to the computer there is a higher chance of a bad error or worse. So you will have to back them up with everything else all the time. I also don't think you have to have SSDs for seldom accessed files.
One of the keys for keeping everything is a good indexing system. Once a drive gets a little dust on it you may not remember what was on it. Even worse you may not know where to find something. Been there and I have not solved that well. For pictures, Lightroom is likely best way to index but I am not going to go back and index everything. Maybe someday I will use the face recognition part of Lightroom.
The cost of more storage likely goes up exponentially. Why is that? Drives are cheap. But the real cost is maintaining it so you can use it when you need it.
