Carter Page at least as far back as 2013 was making deals with the Russians.
The trump organization brought Carter Page onto their team as a Foreign Policy Advisor during the campaign. Not only was Carter Page doing business in Russia, but he was talking to Russian diplomats who may have been involved in Russian Intelligence activities in the United States.

Page, who the Russians thought was an i***t, and is eventually identified as Male-1 by the Russians, because of communications between those three Russian Agents who were arrested and Russia.
The trump organization brought Page into their campaign in December of 2015. As a result the trump campaign has been vulnerable to Russian blackmail since then.
The Steele Dossier was written from June to December 2016, and long after the US Intelligence surveillance of Carter Page had begun.
The GOP's sole purpose of releasing their now declassified memo was to give trump a means to go after and fire Deputy Attorney General Rod Rosenstein, so that trump could then fire Special Counsel Robert Mueller and put an end to the Russian investigation.
But in the process, he's Obstructed Justice in firing or asking for the resignations of the following individuals.
