That is a sway bar which keeps the car level, side to side, while turning a corner. If it was a tie-rod, you would not be able to pull over! In its self, it is not dangerous. However, the level of corrosion indicates that other critical steering and drive train parts may be seriously compromised.
That car is not safe to drive!(IMO)

I have used piping/welting while upholstering leather auto seats to finish/hide an edge or add a decorative accent of color around the edge of the seat. They are made with one or two legs.
Generally speaking the ‘leg’ part is placed behind the covering layer. The edge of the covering is cut to fit right up into and under the the bulb.
If you have an inside corner, the bulb goes symmetrically right up into the corner so it rests equally well onto both faces of the corner. The finished quality test is to not be able to tell if the bulb is attached to the top or the side panel. In the case of a two-leg welt; one leg goes on the top surface and the other leg goes on the side wall surface before the coverings are applied.
I have used Contact Cement(The stuff used to apply vinyl counter tops to the wood base.) for applying these when they cannot be sown in the seam.
Here is my approach to an inside corner. Apply Contact Cement (CC) to the container surface to which you plan on sticking the leg of the wilting (upper or side wall). Apply Contact Cement to the side of the leg that will be stuck to the wall or top. Allow the CC to dry tack-free on both surfaces.
Place wax paper in contact with the glue on the wilting or on the walls; trim the paper to fit the glued area. Lay the wilting in position so it meets the above criteria(Tight in the corner). While holding the wilting in place remove the wax paper and press the two glued surfaces together….press hard.

Now, with a small brush, apply CC to the welt leg attached to the container and to the edge of the covering material that has been trimmed to fit right up under the bulb of the wilting. Allow the CC to dry to tacklessness. Apply wax paper to the covering’s glued edge...trim it to match the edge. Position the covering material in place and while holding it so it does not move, remove the wax paper and press together the glued areas. The harder you press the stronger the bond!

Be careful when using CC. Once the two tackless surfaces touch there is no repositioning! So be very careful about having things in the proper juxtaposition before allowing them to touch!(By removing the wax paper.)

BTW- Brown paper can be used in place of the wax paper. Newspaper is not strong enough.

I do my grocery shopping very early in the morning when very few other shoppers are around.
Many times I have walked directly to the counter location for something I need and found the only other customer in the store squatted down, right in front of the item I needed, trying to read a label on the bottom shelf. Or, while I am bent over trying to read the tiny price label, I find the one other customer in the store standing behind me waiting for me to finish.

Ship via UPS and turn Sangria into fine french wine.

Some ordinary wines are aged in oak or chestnut barrels; ours is well traveled by UPS.
