I think we have too much light in the sky in our area
2 things pj, first go to dark sky finder on Google and find the closest place near you that is less light polluted. Second, the MW is currently at it's southernmost migration just now and may be all but invisible for you.
I share your desire to photo it and must warn it is addictive, I have made lenghthy (read $$$$$$) trips just to try. BUT I got some and that keeps my going back!

A man outside his home
I like the shot but I wish he was looking at his phone (I bet he was before he was aware of you). So many lines converge right where his attention was.
Also, after viewing your shot, my 60 yr old knees hurt so bad I might never walk again! Lol!
All in all, nice shot.

Nikon, Sigma or Tamron lens
I have the Sigma 70-300mm APO DG and am very pleased with it. Last time I looked it was $159.00 new and less than $100.00 used. No IS but still very good value for money spent. (I use a Sony A77 w/ibis so Lens IS doesn't matter to me.
