The data will be encrypted to a key or passphrase.
If you can't guess the key, you will never get the data back.
The best the government can hope for is that apple removes the limit before it is wiped and then try brute forcing a key, meaning, keep trying keys till something hopefully works.
Remove the limit and all concerns of privacy are gone.
