I purchased a Nixon slide scanner about 10 years ago and scanned thousands of slides and negatives. As good as the slide scanner was, the software was amazing. Some of the slides had turned purple and I wasn't sure they were worth scanning. The software automatically restored the true color. Try Ebay for a Nixon scanner.

I really don't understand 24Gb of ram. Intel uses a dual channel memory controller for the i7-6700 and similar Skyline CPUs. I would think one would use either 2 or 4 8Gb memory sticks.
The 2011 socket computers a triple channel memory controller which would indicate 3X 8 GB for a total of 24GB.
I thought 16:9 was mainly for those who will use a TV to display the images. This could be a ProShow slide show or something similar.
Windows XP doesn't natively support USB 3.0. You will need drivers. I would NEVER go back to XP. It's no longer supported by Microsoft.
I shoot a roll through my Leica M3 every now and then. I enjoy that but would never go back.
If it scans the backup drive every time PSE is opened, it will be SLOW. Any connection to an external drive is much slower than an internal drive. What kind of connection do you have to your external drive? USB 2.0 is 480 Mb/s and USB 3.0 is 5000 Mb/so. Both are slow compared to an internal buss.

Are you importing the files to a "Watched Folder?" Are you importing with PSE or another program?
The Sony A6000/6300 are great cameras with an aps-c sensor. The only problem is that the lenses are larger than those of the M4/3 cameras. I would recommend the Panasonic or the Olympus - if you can tolerate the menu system.
Check what resolution they will be using. Many commercial scanning services use a fairly low resolution.
I used Kodachrome 10 in the late 1950. The 25 ASAP version was Kodachrome II. I believe the pre-war version so we're slower than 10.
I know very little about iphones but I thought you had to use iTunes to make the transfer. But not sure.
I use an Epson to print labels and it came with software.
I have used their backup program with success. It's Easy ToDo backup
