Pictures with people that close their eyes.
Looking for a photo software program that can open peoples eyes.

The 2018 version of PSE (and later, I would think) will do that.
But check the Adobe website, I'm sure it will tell you about this feature.

OK so the HDD crashed, I got new SSD for programs, & 2TB for storage. Had to buy (ouch) win 10.

went to re-install PSE 10. seems as though "no can do". my question is what's the next best PSE to install? I really don't need newest and best version. I would have been OK with PSE 10, (but not compatable).
any thoughts.... ver. 13,14, 2019, 2020? also best place to buy? thanks in advance

How big a hurry are you in? Later in the Fall the newest version of PSE will likely go on sale for half price, as it has done for a number of years now. Keep an eye on UHH as well as on the ads in your local papers!

Seems to me, if windows explorer can see the tags, they are in the jpg file.

I just checked one of my photos in PSE.
Under "File Information" I did find the tag (which I had entered myself after transferring my photos to Windows Explorer.
However, when I opened the same photo with FastStone, it did not show.

For those of you who'd like to add keywords, and don't have Lightroom (like me), but use Windows, you can add keywords in File Explorer.

Open File Explorer and select the file you want to tag.
On the View tab, click Details in the Panes group to open the Details pane (right of the main panel).
Enter the appropriate Tags.
Click Save.

I don't know about Mac's, may be similar?

Check Consumers feedback. Not a favorable company to do business with. I don't see the need to pay for an extended warranty.

Every time I buy something, especially electronic stuff, extended warranty is offered.
I always ask "how much?", then decline.
As soon as I get home, I transfer that amount to my savings account. It is not much, but at least I get a few pennies of interest on that account.
And when my computer kicked the bucket, I had enough money and some left over, to buy a new computer. I did use the credit card to pay, not because I didn't have enough cash, but because I find it convenient. Credit card gets paid in full at the end of the month, I've never paid a penny of interest on that!

You can still get Photoshop Elements in DVD. I imaging iyt still comes with a Windows disc and a Mac disc.

Yes, its does come with a Windows and Mac disc.
If you computer lacks a CD/DVD drive, you can can download the program from Adobe and use the registration number from the package you purchased.

Some time ago I had purchased an external CD/DVD drive; I use that fairly often with a notebook that lacks such a drive. Works great.

My husband recommends that I start putting a watermark on my work - would that help prevent something like this or would it be a simple thing to remove it?

This is a totally new thing for me and I'm very shaken over it.

"Regular" watermarks or signatures on photos can often be easily removed.
A long time ago, I read about someone who used a very small signature, and placed it on the photo in several places that had "busy" patterning, as well as used a colour close to the background colour.
He of course, knew exactly where those signatures were located.

On the photo posted here, I can see another option to place a watermark/signature that would be less noticeable: Make a sign with that signature and "hang" it between other signs in the photo. There already are so many of different sizes, that one more would be less noticeable.

Or another suggestion: See the sign with the word Premier? Copy and paste one of the e's to the end and make it Premiere.
The six chimneys in a row on the left? Lengthen the shorty to be the same height as the others, or shorten another one to the same height as the shorty.
If you look carefully, there are other spots where you could easily alter something. Then only post the altered photo. If asked for proof that it is indeed your photo, you have both the original and the altered one, the latter with an exact description of how you altered it.

But I agree, it's a sad world when we have to go extremes to protect what is ours!

Thanks for the memories!!!
At the bottom right of the photo, is a staircase going to a walkway right beside the water. Very close to that staircase is (was?) a fish-and-chips shop with the best fish-and-chips I've ever eaten! (57 years ago, so it may not be there now!)

Many of us have been in the same boat, I'm sure.
When you're finished "following the leads" let us know how it went; just as we shared your sadness for losing photos, we'd like to smile with you about recovering them!

I'm curious to know what there is outside the window?
The green "stuff" in both photos is very, very similar, yet the photos seem to have been taken from a somewhat different angle (unless one is a crop of the other one?)

Where can I purchase a three ring binder size full page sleeve for inserting old photos?

From the same shop where I had also bought my camera.
The sleeves come in various "models": for 35mm film, for the old film sizes, for ....

As a custom car modifier and installer of full electric sunroofs in very expensive automobiles I can atest that NOTHING is waterproof. You work with and drain water. Even a hollow glass ball will condensate if not pumped to a vacuum. All that being said I follow your procedures with the same results.

There's a huge difference between weatherproof and waterproof, though!
A couple of years ago, the assignment of the photo club was to take photos of certain locations along the main street. When it started to rain unexpectedly, my companion and I finished our assignment and went back to the meeting room, only to discover that everybody else was already there: as soon as the first drops fell, they had abandoned the assignment.
We were the only two who finished, without any damage at all to cameras of photos. The only victim of that unexpected rain was her hairdo!

Great idea? No.

Get a 4TB external drive like a WD (Western Digital) passport. For storage and backup, get two. Use one as your primary image storage and periodically (weekly / monthly), copy new images from the primary to the secondary backup.

And keep them in two different locations. I have one here at home; a second one at our son's home, in our grandson's bedroom. Once in a while I give him a dollar or so for "rent" of the little corner in his dresser. He loves that game (he's 12 yrs old) and is very protective of Oma's property!

With my luck the stranger would run off with my phone or camera.

That's exactly what I was afraid of when I visited Vienna and a stranger walked up to me, offering to take my photo with the Mozart monument. I declined. He became pushy. Fortunately someone else walked up and he disappeared.
While I like the harness-style of camera strap for the way it divides the weight over both shoulders, that time I also appreciated it for the difficulty to just "rip it off"!
