Why Can't I Chose My Preferred Shutter Speed?

You can set the D850 for 1/2 or 1/3 stop intervals for speed, f/stop, ISO, etc. Anything less than 1/3 stop is not worth bothering about. Film cameras have always been that way. If you haven't learned that basic of camera design that has gone back over 100 years, I wonder why you are using a professional camera in the first place.

It was a simple question. Like must things on this site, things get out of hand for no apparent reason. Thanks for your response.

As far as you asking me as to why I am using a professional camera is because I can; plus the D850 goes very well with my D5 and D750. B^)

That's not called for. Just because the OP is unfamiliar with the technical capabilities of his camera is no reason to be nasty, insulting or crude. And if you do intend on writing insulting posts in the future at least try to have them make sense.

Your D5 and D750 should be identical to your D850 with regard to 1/3 stop settings. You shutter speed, aperture, and ISO on all three cameras are all capable of being adjusted in full stop and 1/3 stop increments.

I learn something new each and everyday regarding photography, my camera or Lightroom. Next on the list, is learning Photoshop.
