Lots of different options. ON1 and Xara are two that I have used. Xara is incredible in what it can do.
I always shoot in RAW format. I always use the software Digital Professional 4 from Canon. It's free, it's powerful and I love it. For special things needed layering, such as adding someone to a photo I use Photoshop Elements 11.

You don't say if you have a limit on your one-time fee. What I do is consider the monthly $9.99 a one-time fee of $119.88 split into interest-free monthly payments
with an annual upgrade fee of $119.88 also split into interest-free monthly payments.
Considering that I used to upgrade Lightroom and Photoshop every time an upgrade came out, at several hundred dollars worth of one-time upgrade fees,
what I'm doing now is about $300 less expensive annually. I think that's a bargain.
And with monthly fees now instead of huge purchase fees and upgrade fees, I actually now can afford Illustrator, InDesign, Acrobat, Lightroom, Photoshop, and Premier Pro!

Topaz Photo Studio is free to everyone
I have been using LViewPro for a long time. Many people let me know how crummy it is: I don't see it that way. It does the job and although I have paid the price in full for several versions, the free version is still available:

Daniel, thanks for posting "Topaz". I never heard of it, so I'll try it out.
I used to use PhotoShop CS5, but switched to Elements 14. I added NIK Suite, On1 and Topaz Adjust for additional creative options. I shoot JPEG.

Yes. I started with version 7 too. It came with my first camera when I bought it new. I liked it so much that I purchased the latest version.

I tried to download (still trying) and it sent me to another site called SEO PowerSuite who offers a free stripped down version of that software. I thought I was downloading Topaz. Most suppliers who lack honesty get 2 possibly 3 strikes. So we'll call this "Strike one
