Exactly - I occasionally have problems with Chrome not responding correctly on a web site. Usually MS Edge will work when I switch to it. Just had this problem yesterday.

I recently had to change debit cards because mine had been hacked and had several hotel and airline reservations attached. (TD-Bank) These roughly came to about $5000 and I only had $300 in the bank. The manager at my bank was absolutely great and canceled all of the hacked charges immediately and then burned me a new debit card with the chip in it. This gave me a new debit card number and new pin. I too, got the message from Adobe about my debit card being refused. So I went into the application on my computer and put in the new card and number. It immediately activated and cured the problem. I would call Adobe customer service and have them help you.

Why don't you just chat or call Customer Support?

Adobe's website is so complicated, which makes it difficult to navigate sometimes. I recently had a problem because I was getting messages that I need to activate the subscription, but it did not make sense because I already had it. Went to the Chat and the problem was solved by the technician who "took over" my computer and made some adjustments. Your situation is a bit different, but Chat is probably the way to go.
Go to adobe.com and sign in. Click on the "Account" icon on the top of the page. This will take you to the "Account Settings" page. At the bottom left of the screen, there is a link for Customer Support. When you click on that, it starts to ask questions about the type of problem you are having. You will have to choose a couple of times, but finally you will get a message that gives you information on the ways to contact support. You can choose the chat or phone option. Dealing with a real person instead of the computer-generated solutions offered should get your problem solved.
Unfortunately, you may have to explain the details more than once. Just a function of the "script" they have to follow. Better to be repetitive than to make an error in their response!

Lightroom can be purchased on disk but it is essentially about $120 to $150 for the disc and it isn't going to be updated past the version number.. meaning that if you get Lightroom 6.0 it will be updated to 6.9 and then you would have to purchase Lightroom 7.0 to start the series again. With Lightroom CC, for $9.99 per month (roughly $120 per year) you get constant updates and upgrades for Lightroom, Photoshop, Adobe Camera Raw, and Adobe Bridge. Supposedly Adobe no longer offers Photoshop on disk but the last price I can find for it was $799 at Staples and they also say that it is no longer offered on Disk. I would call Adobe Customer Support and get the Cloud fixed.

Yes, this could be the problem. Especially if you don't use the correct password etc. You might need to call Adobe.

I think you're right, with deleting the cookie the old info is not remembered, so updating does not apply, but new account may be in order!

Yes, Lightroom is still available as a stand-alone product. If you have an earlier version, you can go online to Adobe.com and get a discounted price on a download of the latest version. It's hard to find the upgrade discount, so you may need to get into a chat session with a salesperson to get a link. Last time I checked, I think the upgrade price was $79.

Slow response is most likely system performance not the software.
Use different browser and disable pop-up blocker. Had same problem with my bank and Safari.I used chrome and it worked.

True, remember that once the software is installed on the computer, it no longer has to communicate with Adobe EXCEPT to verify that the bill is paid (about once or twice every 30 days) and to download updates. Other than those 2 occasions, the "Cloud" is for user convenience (use the 2 gb of storage to transfer work from one computer to another ((I use this to copy images from my computer to my wife's so she can fine tune or otherwise make edits) communicate with the other members of the "Community", download stock, and look at and purchase other assets). My laptop, which isn't used except immediately prior to trips (to download updates and recertify the software) and during the trip, is almost never online at home. NOTE: under the license agreement with Adobe, you can have your package (Lightroom, Photoshop, etc.) installed on any number of computers AS LONG as only 2 are logged in at any given time. So, IF we are traveling, I log out of my computer at home, which frees up a login so I can get into Adobe on the laptop. When I leave to come home, I log out of the laptop and back in at home. If you forget, you can still login on the "remote" computer but the option to do so is that it will log out of all other computers that are logged in. Not a big deal but you just need to keep it in mind.

Try a different browser. I know that Firefox will not let me do a lot of things like fill out fill able forms, etc
