Laura, Don't limit his potential because he is 80! Heck I'm 83 and having a ball learning to use Lightroom and Photoshop. The challenge stretches the mind and it has nothing to do with being a little past maturity.
I use Fastone for simple adjustments. It is free and very powerful and will also do RAW. Right click any image and select choice. Works well for me.
Same here--I'm 73 and not a quick study re. all things high tech. Faststone was easy to learn and does an excellent job. Very intuitive and efficient. Once a year I download the newest version and send the folks a $25--$50 donation.
First what kind of camera is your Dad using? If it's a Canon then try using the software that came with the camera. Nikon also has software that will do what your Dad wants to do also. Whatever you do don't buy LR.
Although Picasa is no longer supported by Google, it is still available for download on many sites. In my opinion this is one of the easiest editing programs to use and does an excellent job in most cases. The crop tool a nd straighten tool do a really good job and are super simple to use.
Try and use Faststone image viewer. It's free and with a little practice he will have no trouble. Just make sure he makes a copy of his original photo and works of that and this way you can't ruin the original photo and always use "save as" using a different # after he is done PP....Rich
I am 66 and I tried PSE13 and have found it impossible to use even after hours and books and online tutorials. I do however use LR4.4 with exceptional ease and did not have to resort to hours of studying books to learn it. Good luck with your search for something "easier" but I think a definition of "easy" depends very much on the individual so what is easy for one may not be easy for another.

I agree...it completely depends on the individual. I have some great suggestions, so I think Dad and I will be busy looking at them and seeing which one appeals to him on his "easy" scale! :-)
Best ever. I am 90 and I have been using PICASA for years. It's easy and friendly.lots of good stuff and simple. he will love it believe me. I do OH and it's free.
