I tried to clean it up a bit but I'm afraid there isn't too much hope
Thank you very much, it looks better than I expected.
I believe making a semi-good print from the small size that you have to work with is like fighting a losing battle; however, I understand that you're going to fight that battle, regardless.
I used Paint Shop Pro in making the image larger then worked with a few other options and it sucks. lol
Regardless, I wish you the best of luck in working with
pixels that aren't there.

I tried 3 Elements filters. Did not help. But listed below.
Ocean Ripple
Palette Knife
Texture
Cell phone camera are getting better but still not great quality even for a 4x6. Do your friend a favor and tell them to always carry at least an inexpensive P/S.
I was recently given a cell phone picture not much larger than that and asked to make an 8x10 or larger picture for a memorial service.
I went on a 20 minute rant about cellphone photographers. The finished results were.....bad.
I think thats exactly what this pic needs......a memorial service.
Thank you all for your efforts.... and I have told Karen that she really needs a GOOD pocket size point and shoot camera so that she can capture the suddenly picture worthy sights. She went out and bought an Android instead .... at least that has a better camera than she was using. LOL

Should have bought a cheap phone and used the $$$$ for a decent camera!

I was recently approached by a good friend who asked if I would be able to make a usable print out of an image she had taken with her cellphone. When she presented me with the image, attached, I found it was only 3 kb in size to begin with. I have tried increasing the file size by 10% at a time and used PSE 10 and Genuine Fractals but can't bring it up to a printable image. I know of no other ways to approach this and thought I'd check with the group for any ideas. The focus is very "soft" to begin with.

How did she send the photo to you? If she texted it to you then the phone will resize the photo and there's no way you can get a large print out of it. If she still has it on her phone, she has to connect the phone to her computer and upload it to her computer like some people do with there cameras. I don't know how many megapixles her phone is, but if it's a 3mp camera in her phone then she will have a photo good enough to print. If she doesn't have a printer, then she'd have to email the photo to you from her computer or put it on a flash drive and hand it to you.

I put her memory card into an SD sized adapter and load it into the computer directly from that so I'm pretty sure I got the best picture possible out of the file.
