"The answer is simple: almost never. Usually, folks are replying to the last post in the thread, and your post will go right below that one, and it's obvious to whom you are replying, and to what. Even if you are replying to something that's several posts back, usually a quote or reference isn't necessary; people are smarter than you might be giving them credit for. In that case, be sure to edit the quoted material down to the very minimum that will illustrate to what you are referring. That shouldn't be more than a few words or at most, a couple of sentences.
Photos should NEVER be quoted. We already saw it.
And while we're here, now might be a good time to take a look at the Tapeheads Rules and Guidelines to make sure that you're up to date on the basics. A lot of folks skip that.
