You must try PhotoFiltre - there is a legacy (free) version - does layers but not RAW and is 32 bit. The latest, (V11) is 64 bit. After a free 30 day full trial, cost is about GB£30. I often use it in preference to Affinity. PhotoFiltre lets you have more than one image on screen at the same time.
If you have a Nikon camera Nikon has Nikon studio for editing and Nikon transfer for moving files from camera to computer. I don't do a lot of editing but they both work for me. Easy to set up folders too.
I use CS2 running on a Windows 11 host with Hyper-V running XP.
Fast Stone has a raw viewer that is not free but it only costs about $25. Also your camera manufacturer probably has a free processing program that will handle its version of raw.
How about the photo editing software provided by your camera manufacturer?

I have Nikon cameras and while NX Studio is a good raw converter it's not very good for editing.

Short answer: Nothing is as good as CS5 but CS6 and CC. How did you avoid getting a "new" computer with out Windows 11? I'm using my older Windows 10 Dell Tower with my really old Ps CS6 Extended. It gives me some issues with my newest Camera. I do soon want Ps CC for its improved Content Aware and other new features. The actual AI stuff is a sleeper for me. Being stuck at Adobe Camera Raw 9.1.1 is the main downer for me. I'm an Adobe (Product) Fan. I also love Nik digital filters.
Most camera manufacturers include a basic photo editor with every camera. Check online for your brand. Usually free downloads are available. They usually handle the file types created by their brand and some generics.

I have been using CS6 for years and only shoot in RAW with Nikon cameras, . Have used Gimp and others but always come back to CS6 which is great for my needs. I use multiple Nikon cameras and mostly convert from NEF to DNG. Have recently tried Nikon's NX Studio (free). Pending your specific editing needs and limited to NEF or JPG input, give it a try. No layers or fancy filters but I am finding it good for most editing needs.

You can use the free software from Nikon for your Nikon raw files: NX Studio
Download it and see if it will meet your needs. There is a User Manual for it too--on line or pdf.

I use Irfanview for many things. It's free and if you make it your default, your picture will be in it, ready to edit as soon as you click on the picture.
I use another program for complicated editing, but it won't work on Win 11 so I run 11 and XP on my computer so I can still use the old one.
Irfanview has Gamma Correction in the Color correction section. Not many have that.
