Am I in any trouble if I post a warning sign.

If you know that there is a danger, and you choose not to prevent it, then yes, you can get in trouble. Perhaps not as much as leaving the danger without posting, but, you can be sued if someone is harmed.

Your 'threat' of serious injury or death' could be a problem. Just because someone trespasses OUTSIDE your home does not give one the right to 'boobytrap' to cause harm. The threat alone may be problematic.
Your claimed purpose of pissing them off, yet allowing them to continue to use your water, seems to be your problem and not one they care about. If I were them, I would hook up a solid heavy duty hose; bring it over to their property; put a multiple hose outlet manifold on the end; and offer other neighbors the use of 'their water'--even maybe for a slight fee. And if they are nice--they might put a dual outlet on your hose bib so you can use water too.

Some people tiptoe around a problem. I prefer to solve a problem.
Cutting the hose is no more of a blatant act than the neighbor connecting the hose to his house in the first place.
Chop the hose, message sent, problem solved.

I agree. That’s the starting point. If she’s uncaring or repugnant, call the water company or get a faucet with a lock on it.

No. Cutting the hose is vandalism and destruction of personal property.

Why don’t you check with the city? They will have the answer for you. Asking for an answer here won’t necessarily help because ordinances vary in different locations.

Run a zip tie through handle/wheel and around the spigot where a hose connects. I dont imagine she would be so brazen as to cut it off. Only takes a second to replace it, and it is likely that seem the first time she won't come back.

If you have pics of her doing that call the police and show them proof and have them talk to her and let her know that if it happens again you will press charges.i have a neighbor that has 2 small dogs that used to poop in my ward.i drove down the block to catch her after her dogs pooped in my yard and told her that she needed to pick it up or I would call animal control and since I had them on survailance the city would give her a $750 fine.she told me she didn't care.an hour later she picked it up and hadn't been by our house since 2 years ago.

If possible, remove the handle. Put a screw-on cap on the spigot. Install a freeze cover over the hose bib.

In most of our towns/cities water usage is metered and bought. She is stealing! and it would be costing me money.

I don't know how you could be in trouble for posting a sign. I like the idea of saying that the water contains hydrophilic substances! Maybe offer her a suggestion for a good plumber that can put a faucet on that side of her house so that she can more easily water her plants.
