This is an outstanding photograph.
But for some reason my eye can’t settle on whether to look at the bottom left hand corner or the stormy horizon.
You did a great job. The visual design is excellent and the exposure reflects the mood of the moment. I would suggest lightning the sky a bit more. It is only a suggestion since I was not there but I am assuming the sky tends to be slightly brighter than the foreground. You could try it to see if it fits your liking.
It does not seem shot with a ND filter. The water is not blurred enough. There is a strong blue cast due to the time of day when the image was made. You could also try if you use Photoshop Match Color in Adjustment and see if the new colors will work for you. They did for me.
It is a great shot.

Nice photograph. I agree with someone else on this thread that it does have a bit of a blue overcast to it.
