It does not seem shot with a ND filter. The water is not blurred enough. There is a strong blue cast due to the time of day when the image was made. You could also try if you use Photoshop Match Color in Adjustment and see if the new colors will work for you. They did for me.

Hey William, thank you for a very detailed explanation. All edits were made in darktable so everything is non-destructive and can be modified or changed.
You are correct about the ND filter, this was a 3-shot bracketed exposure. Another member had asked about the exposure time(s), so I went back and checked, they were .5, 1, and 2 seconds respectively.
I did take some creative license in post process and created a horizontal GND just below the trees on the horizon to darken the mood a little. I tried keeping the sky lighter than the final image, but it was more of a creative decision as opposed to capturing the brighter sky. But I did wrestle with this for a while before settling on the darker version.
What really sold me on the darker sky was when I applied a second 45 degree angled GND (yes, probably too much) along the bottom right part of the water. Again, at this point I was really out of my comfort zone, because I tend to stick very close to how I interpreted the original landscape. After seeing that "channel" of light coming from the sky in the top right that followed through to the bottom left and the pilings, I knew that the sky would need to stay dark.

I might have overdone the blue overcast a bit. The original colors didn't really fit everything I set up in with the GND filters I applied, so I tried using split-toning. I might have overdone it a bit and brought out more shadow than detail. I will go back in and play with this more to see if I can cut back on some of the shadow toning.
Again, thank you all, I will have another go at it from a different approach and see if I can make it work with the suggestions made.
