If the noise gets louder with CPU Load it is most likely the CPU fan.
Do not disconnect the cpu fan ( To Verify ) very long to verify as the CPU will get very very hot.
If the case is open you don't have to worry about testing the case fans as they are not needed if the case is open.

It might be one of the SATA drives with a rotation bearing that is dried out. I once did this myself with some fine machine oil in a needle dropper, but today just remove and replace.
Go through some diagnostics to make sure it isn't a power supply or system fan before you repl the drive.
I had that happen, fan on CPU, got so hot it damaged the plastic of the laptop, plastic cracked while replacing , about $10 for the fan, PIA to get it installed, machine worked afterward but could not close because of the plastic being damaged. Bob.
you hit on it, just unplug the fans one at a time. They are cheap (CHEAP) to replace.

I had a similar (?) issue with my Dell desktop XPS chassis that sits on the floor. Connecting cables were long enough that I could slide it out a enough to open it up and listen. I used a non conducting long thin flat head technician’s screwdriver that has shrink tube covering the entire business end. When vibration started, I moved from suspect to suspect. Mine was a loose drive attachment screw. Your issue sure sounds like a fan since it’s not constant. Best of luck.
I had the same type of sounds coming from my tower. It was definitely from the fans but they were not my problem. Having upgraded video, added internal drives, usb mouse and keyboard, 5 usb drives I had unknowingly increased the power demand on my power supply. The 350 watt power supply tried but was supplying low voltage to everything. When under stress the cpu heated up fast and kicked in all the fans. To shorten the saga I replace the power supply with a 950 watt on and have no heard a sound since except when I'm really pushing it. The motors runniong on low voltage tended to heat up. Just my experience.

If this is a laptop, put your ear up to the fan's exhaust opening. Pretty obvious if it's the fan.
If a desktop, open the case and put your ear near each fan. Check them all....case fan, CPU fan, graphics chip fan on motherboard or graphics card, power supply fan.... Or momentarily stop the fan with your finger or screwdriver tip. This will definitely tell you if it's fan noise. And yes, a fan can be intermittently noisy. but should be replaced for safety's sake.
There is nothing else in a computer that can "whine", except if there's an optical (CD/DVD) drive with a disc in it, or the hard drive. And if it's the hard drive, you're in BIG trouble.
Mark, you said your PC is old, how old is your power supply? Capacitors tend to whine when they are near the end of their life span, especially when they get hot under load, it may be your power supply. Nothing else
whines on a PC, fans will screech, hard drive will grind, but none, in my experience, will whine, that is if you have described the noise correctly. I am an old retired computer tech.
Mark, on a PC you have 2 fans on power supply, case fan and the most important fan in the on on the CPU located on the motherboard. If this fan dies the CPU and computer dies with it. Exhaust fans can become noisey but oil take care of this. Power Supply fans just die. So it is either an exhaust fan on case or CPU fan making noise.

Check the fan(s) in the housing. Over time they accumulate dirt/dust which can throw them slightly out of balance and contribute to louder operation. Also, the bearings in fans do age/dry out which can make them noisy.
