Call your local building department. Ask for the code compliance person. We could not possibly give you accurate information based on your locality.
Ask why they are using your water?
(I can't see the sign being a problem, but they probably will not get the hint.)
Maybe a sign that says "Do not use, contains Di-Hydrogen Monoxide!"?

Would the sign be visible from the street? If so, the city might have some say. If not, highly unlikely. Is she using enough to cause your water bill to be higher than it otherwise would be? If so, and if it is a significant amount of money, pursue it. If not, choose which hill you want to die on carefully.

I only want to know if I get into trouble for posting the sign. I don't care if she steal the water. I don't want to talk to her. No it's not well water. It's cit water and she does it because she doesn't have a faucet near where she needs to water the lawn.

Perhaps it is my fault for not understanding, but if you don't care if she uses your water, then why are you posting a sign? What purpose will the sign accomplish?
If you really want to stop her using your water, install a cap to replace the faucet. Then get however long a hose you need for your own use.

I don't know about the legalities of the sign but it occurred to me that she may be using your faucet because her hose will not reach the area that she is watering from her own bib. Might that be the case?
If you live in an area with watering restrictions (we currently have them on a voluntary basis, our days for outdoor watering are Wednesday, Friday and Sunday), they can monitor your water usage to decide if you're violating the restrictions and fine you. They don't know (or probably care) if it's your neighbor who is using the water.

Okay, I think I understand. What you are asking for is a legal opinion which none of us are qualified to give (unless you have a law degree). You need to contact a lawyer. It may only cost you around $300 to get an opinion. If your property has a hookup to a water utility system, then consider asking this agency for guidance.
In the business, this unauthorized use of water by another classifies as theft of water. The water utility will have authority to determine proper use of the water supply and to enforce matters relating to domestic water supply. So, the remedy here belongs in the hands of the utility. Consult it first.
