Help needed on how to denoise and sharpen my blurry and noise filled 1982 image of a pretty woman.

Topaz Gigapixel AI (4X +face recovery on) Ending file size 134 MB
Then, Photoscape X "White Balance" for the background and "Batch Resizing" to Long Edge (PX) 3840 for a final of 4.9 MB, attached.
No other changes were made
I can only assume that only the face was in focus on the original. I hope that this helps.

I used Topaz Sharpen AI on my previous submittal and reduced the file to 1.2 MB. . .

You did a great job with this. I also use Luminar NEO and am amazed at what it can do.

Topaz Photo AI ....... PS to eliminate all the background spots ..... LR to alter the color balance (too much red).

Hard to take blur and accumulated grunge out of an image. It would be much better if the original source was a bit cleaner, i.e.: scan from original negative/slide.

However, I applied Topaz DeNoise and Sharpen to the image. I then doubled the size in Topaz GigaPixel to more easily work on it in Lightroom where I cleaned up the spots on the image and close to the image. I used a Brush mask in several areas of the face to remove/reduce blotches and selectively improve focus.

It's yours to work from...

I downloaded RJW's sharpened version to try and improve the color. My efforts are shown below. I think it gives a more natural skin color and a bit of levels adjustment on the mid-range and blacks helped it a bit as well. I think I'm gonna have to get that Topaz AI sharpen app.

I like yours best but you should have masked the bottom are from sharpening.

Skin tones have to be handled very carefully...

I did a VERY slight cooling and VERY slight desaturation...

It still appears a bit over-saturated to me, when viewed below. The download looks much better! (Calibrated monitor.)

P.S. The model is a clone of Emma Peal (actress Diana Rigg)!

I fixed some problems with her eyes, some oversharpening in the shirt and some wierdness at the bottom. Again, I think you did a good job.
